REQUEST FOR PROPOSALS

CITY OF SOUTH GATE

NOTICE IS HEREBY GIVEN that the City of South Gate Community Development Department will be accepting sealed proposals from qualified individuals or firms to provide administrative/consulting services for the following:

Community Development Block Grant (CDBG) Program

HOME Investment Partnership (HOME) Program

Grant Administration services include supplemental management (such as, but not limited to financial management, minority business enterprise/contract reporting, record keeping, filing, request for funds, amendment and re-scoring if necessary, identifying potential conflicts of interest, attend monitoring visits and prepare response for any findings, fair housing, labor standards, Community Housing Development Organization (CHDO) selection and set up, procurement of contractor, closeout documents, HOME compliance monitoring) for the programs.

Proposals will be considered on an equal competitive basis. No bid or proposal will be accepted from individuals or firms placed on the Excluded Parties Listing Service (EPLS) or the convicted vendor list following the conviction of a public entity crime.

Qualifications for each service must be described separately. Proposals for each of the services will be evaluated separately using the following criteria:

1. Experience with the CDBG and HOME Programs20 points

2. Experience and capacity of management and staffing team 20 points

3. Approach to task and management work plan 10 points

4.Ability to become quickly familiar with local conditions and needs 15 points

5.References: All CDBG and HOME projects for last three (3) years 15 pointsfor which you were responsible

6.Fee20 points

MBE/WBE SHALL PREVAIL IN THE EVENT OF A TIE

Proposers are required to submit one original RFP signed in ink and three (3) copies of the RFP. Original and copies should be identified as such. Written proposal must be presented in a sealed package. Proposer must enter the proposal number, title, and proposer's name on the outside of the package. Proposals must be received in the City Clerk's Office at 8650 California Avenue, South Gate, California 90280, no later than July 15, 2013 at 5:00 P.M.

No proposal shall be considered unless it is made on the proposal form furnished by the City of South Gate and is made in accordance with the provisions of the Request for Proposal. All proposals must be labeled CDBG/HOME Consultant and the proposal price must be firm for ninety (90) days from date of the proposal opening in order to permit staff evaluation and City Council award. The City of South Gate Council reserves the right to reject any or all proposals in whole or in part, and may waive any irregularities or informalities in any proposal to the extent permitted by law, and when the public interest will be served thereby.
