"NO MORE GUNSHOTS"
The South Gate Police Department Enlists Leverage's Detect Intelligent Video, ShotSpotter's Gunshot Location System, and Federal Signal's Automatic License Plate Reader Cameras to Enhance Public Safety
South Gate, CA - November 30, 2009 -- The City of South Gate Police Department announces they have enlisted the help of Leverage Information Systems' IP Surveillance Architecture, ShotSpotter GunShot Location System (GLS), and Federal Signal Automatic License Plate Reader Cameras technology to reduce crime. The ShotSpotter GLS detects, locates, and tracks gunfire, immediately sending incident information to dispatch. The dispatcher can immediately dispatch a patrol officer to investigate.
Integrated into the ShotSpotter GLS is Leverage Detect, an intelligent public security video system. These video cameras are strategically placed in major street intersections. Integration of these two systems will provide law enforcement with live video from the scene where the gun fire occurred, allowing a police dispatcher to view and follow fleeing suspects and vehicles with the camera. These systems are monitored in the Police Department's Dispatch Center.
The City of South Gate, California is located in Los Angeles County, 12 miles southeast of downtown Los Angeles. Within the city's 7.5 square miles, the South Gate Police Department serves a population of just over 103,000. Crime incidents include violence related to gang activity, prostitution, grand theft auto, and drugs. Among the problems are gun crimes involving the illegal discharge of weapons that annually result in fatalities and injuries of known persons as well as untargeted citizens.
"Using the ShotSpotter Gunshot Location System and Leverage Detect to instantly pinpoint the location of gunfire and provide the live video from the scene increases both officer and community safety. Not only do these technologies allow officers to respond to incidents as they are occurring, it gives them critical situational awareness information before they arrive on scene. We are committed to reducing crime and maintaining public safety within our city. Intelligent video technology, such as Leverage Detect and gunshot location technology, such as the ShotSpotter GLS gives us the necessary tools to effectively serve our community in a fiscally responsible manner," said Captain William Richert of the South Gate Police Department.
"It equips law enforcement with another tool for increasing public safety. The benefit of Leverage Detect is that it enables police departments to make more informed decisions when responding to an incident when every second is critical. They can't put a police officer on every corner, but a video camera on every corner gives them 24/7 eyes and ears in those locations," said Ray Leblond, Leverage's Surveillance Practice Business Development Manager.
"Every day, our customers use ShotSpotter's real-time wide-area surveillance tools and location data for faster response and greater situational awareness.South Gate Police have been able to reduce gun related violent crime and save lives within their community by adding our surveillance data to their overall crime reduction strategies. By integrating withLeverage Detect, responding officers will benefit from the crucial audio and video situational awareness information. The result is improved public safety and safer police officer response," said Gregg Rowland, senior vice president of ShotSpotter, Inc.
Using the intelligent video cameras that are currently deployed in strategic locations throughout the city, plans are to eventually expand the system with additional functionality in partnership with Federal Signal Corporation. With the integration of Federal Signal's patented Automatic License Plate Recognition (ALPR) technology, Leverage Detect will have the ability to provide live video of stolen vehicles and wanted criminals. It can also assist law enforcement during Amber Alerts in the critical first few hours after a child's abduction has been reported. Virtually any software application that uses GPS coordinates can be adapted to work within the framework of the Leverage Architecture system of intelligent video cameras.
"ALPR from PIPS is proving to be one of those game-changing technologies for law enforcement. We are constantly listening to our customers and implementing new and innovative ideas to enhance our product's ability to improve public safety, and we are very truly excited about the possibilities of this project," states Brian Shockley, Director of Marketing and Product Management for PIPS.

About the ShotSpotter Gunshot Location System (GLS)
ShotSpotter GLS sensors are calibrated to listen for the unique acoustic fingerprint of both gunfire and explosive incidents. When an explosive discharge occurs within a ShotSpotter GLS sensor network, it detects, locates, identifies, and classifies the sound in seconds. The system provides the exact location down to the nearest street address, number of rounds fired, and number of shooters involved, type of explosion, and speed and direction if the event is in motion. The system also stores incident information. This provides public safety personnel with a wealth of historical incident data for tactical and strategic crime analysis for the development of more effective, proactive anti-crime strategies and operations.
About the Federal Signal's PIPS Technology (ALPR)
Using the intelligent video cameras that are currently deployed in strategic locations throughout the city, the program will eventually expand to include additional functionality from Federal Signal's PIPS Technology. With the integration of PIPS Technology's Automated License Plate Recognition (ALPR) technology, Leverage Detect will have the ability to provide live video of stolen vehicles and wanted criminals identified by the ALPR system.
Integrated Systems & Sharing Data
"We are currently sharing data from these systems with the Los Angeles County Sheriff's Department. Soon, South Gate Police Department's technology Leverage Information Systems Video Cameras, ShotSpotter Gun Shot Location System, and Federal Signal Automatic License Plate Reader Cameras will be integrated with the Los Angeles County Sheriff's Department and both departments will be able to access each other's systems. In the future it is hoped that integration will be available State and Nation wide for all Law Enforcement agencies," said Captain William Richert of the South Gate Police Department.
