Homeowner Rehabilitation Program:
The City of South Gate's Homeowner Rehabilitation Program (HRP) offers a 0% interest deferred loan to eligible low-income homeowners. The rehabilitation loan is to bring the property up to code and correct health & safety violations and hazardous conditions. THERE IS CURRENTLY AN 18 MONTH WAITING LIST FOR THE PROGRAM.

Rehabilitation of the property includes:
Necessary improvements, lead-based paint hazards reduction and general property improvements

Maximum Loan:
The maximum loan amount offered is $36,500.00 per unit (4 units maximum), payable upon the sale, transfer or upon death of the last surviving person signing the Deed of Trust. In addition, a Grant of $10,000 MUST be combined with the HRP deferred loan for lead-based paint abatement and termite fumigation. At the time the loan is funded a lien is placed on the property and all rehabilitation work must be completed within 6 months.

To be eligible for the HRP, you must meet the following requirements:

  • The unit must be the owner's primary place of residence
  • Total gross annual income of all household members over the age of 18 cannot exceed 80% of the area median income adjusted to family size, as published by the U.S. Department of Housing and Urban Development (see chart below)

Program Funding:
The Homeowner Rehabilitation Program is funded by the U.S. Department of Housing and Urban Development (HUD), and is subject to annual Congressional appropriations and to regulations adopted and periodically revised by HUD. They are also subject to City rules and regulations.
