THE CITY OF SOUTH GATE INVITES YOU TO ATTEND THE CONTINUED PROCEEDINGS THAT BEGAN AND WERE CONDUCTED AT THE JOINT MEETING AND JOINT PUBLIC HEARING OF THE CITY COUNCIL AND COMMUNITY DEVELOPMENT COMMISSION (CDC) ON APRIL 7, APRIL 20, AND MAY 12, 2009. AND WHICH PROCEEDINGS WERE CONTINUED TO NOVEMBER 24, 2009, THEN TO MARCH 23, 2010, THEN TO JUNE 8, 2010, AND THEN TO JUNE 22, 2010. ALL RELATED TO THE PROPOSED AMENDMENT OF SOUTH GATE REDEVELOPMENT PROJECT AREA NO. 1.

A Joint Meeting of the CDC and City Council occurred on April 7, 2009, April 20, 2009 and May 12, 2009 and a Joint Public Hearing was opened and conducted at the April meetings, and then the Joint Public Hearing was closed at the April 20, 2009 meeting. At the May 12, 2009 meeting, all of the matters for CDC/City Council action relating to the Proposed Amendment No. 13 ("Amendment") to the Redevelopment Plan for South Gate Redevelopment Project Area No. 1 ("Redevelopment Plan") were continued to the City Council/CDC meeting on November 24, 2009, then continued to March 23, 2010, then continued to June 8, 2010 and then to June 22, 2010. Many people attended the joint meetings and hearing at which the CDC/City Council received oral and written testimony about the proposed Amendment to the Redevelopment Plan. Interested South Gate property owners, residents, businesses and community organizations who wish to participate in the next part of these proceedings are encouraged to attend the June 22, 2010 meeting. The written objections submitted before and during the Joint Public Hearing in April 2009 will be responded to and supplemental information will be presented. All interested persons and organizations who wish to provide testimony or hear others speak about the supplemental information may attend the continued CDC/City Council public meeting on Tuesday, June 22, 2010 at 8:00 p.m. These continued proceedings will be limited to the supplemental information and to consider and take action on the matters related to the proposed Amendment to the Redevelopment Plan.

Some important facts about the Proposed Redevelopment Plan Amendment: The Proposed Amendment to the Redevelopment Plan does not add any new taxes. The Proposed Amendment to the Redevelopment Plan does not and will not increase taxes. The Proposed Amendment to the Redevelopment Plan does not give the City or CDC any authority to acquire property by eminent domain, also called condemnation. Under the Proposed Amendment to the Redevelopment Plan there is no authority to take property. Under both the Existing Redevelopment Plan and the Proposed Amendment to the Redevelopment Plan, the CDC can only acquire property by negotiation and with the consent of the property owner.

If approved, the proposed Amendment to the Redevelopment Plan will result in money coming directly back to the SouthGate community to be spent on programs to help businesses, property owners, and residential owners and occupants in South Gate. Redevelopment is an economic development tool created by state law that assists cities like South Gate to eliminate physical and economic blighting conditions from a designated area. Redevelopment will stimulate private investment in South Gate and help cause new development and rehabilitation of residential, commercial, retail, and industrial areas. Redevelopment will create jobs and generate local revenues that will be spent in South Gate on projects and programs like public improvements, affordable housing, and business attraction and retention activities.

LA CIUDAD DE SOUTH GATE LE INVITA A ASISTIR A LOS PROCEDIMIENTOS CONTINUADOS LOS CUALES EMPEZARON Y FUERON CONDUCIDOS DURANTE LA JUNTA Y LA AUDIENCIA PÚBLICA EN CONJUNTO DEL CONCEJO MUNICIPAL Y LA COMISIÓN DE DESARROLLO DE LA COMUNIDAD (CDC) EL 7 DE ABRIL, 20 DE ABRIL Y 12 DE MAYO, 2009 Y LOS CUALES PROCEDIMIENTOS FUERON CONTINUADOS AL 24 DE NOVIEMBRE, 2009 Y LUEGO AL 23 DE MARZO, 2010, Y LUEGO AL 8 DE JUNIO, 2010 Y LUEGO AL 22 DE JUNIO DEL 2010. Se llevó a cabo una Junta en Conjunto del Concejo Municipal y la CDC el martes, 7 de abril, 2009, el 20 de abril, 2009 y el 12 de mayo, 2009 durante las cuales se abrio y se condujo una Audiencia Pública en Conjunto y luego se cerró la Audiencia Pública durante la junta del 20 de abril, 2009. Durante la junta del 12 de mayo, 2009 todos los temas necesitando acción del CDC/Concejo Municipal relacionados a la Enmienda Propuesta No. 13 («Enmienda») al Proyecto del Area No. 1 del Plan de Reurbanización de South Gate (Plan de Reurbanización) fueron continuados a la Junta en Conjunto del Concejo Municipal/CDC del 24 de noviembre, 2009, después fueron continuados al 23 de marzo, 2010, y luego continuados al 8 de junio, 2010 y luego continuados al 22 de junio del 2010. Mucha gente asistió a la audiencia y a las Juntas en Conjunto durante las cuales el Concejo Municipal recibio algunos testimonios tanto orales como por escrito acerca de la Enmienda Propuesta al Plan de Reurbanizacion. Todos aquellos interesados dueños de propiedad, residentes, comerciantes y organizaciones de la comunidad de la ciudad de South Gate quienes deseen participar en la siguiente parte de estos procedimientos se les aconseja asistir a la Junta del22 de junio, 2010. Se presentará información suplemental así como respuestas a todas las objeciones que se entregaron por escrito anteriormente antes y durante la Audiencia Pública de la Junta en Conjunto de abril 2009. Todas aquellas personas y organizaciones interesadas que deseen proveer testimonio o escuchar a otros hablar acerca de la informacion suplemental pueden asistir a la Junta Publica en Conjunto de la CDC 8:00 p.m. Estos procedimientos continuados serán limitados a la información suplemental y para considerar y tomar acción en los temas relacionados a la Propuesta Enmienda al Plan de Reurbanización.

Algunos datos importantes acerca de la Enmienda del Plan de Reurbanización Propuesto: La Enmienda Propuesta al Plan de Reurbanización no agrega nuevos impuestos. La Enmienda Propuesta al Plan de Reurbanizacion no aumenta ni aumentará los impuestos. La Enmienda Propuesta al Plan de Reurbanizacion no le da autoridad ni a la Ciudad ni a la Comisión de Desarrollo de la Comunidad para adquirir propiedad a través de dominio eminente también conocido como condenación. Bajo la Enmienda Propuesta al Plan de Reurbanización no existe autoridad para tomar su propiedad. Bajo ambos, tanto el Plan de Reurbanización Actual, como la Enmienda Propuesta al Plan de Reurbanización, la CDC unicamente puede adquirir propiedad a través de negociación y con el consentimiento del dueño de propiedad.

El objetivo de la Enmienda Propuesta al Plan de Reurbanización, si fuera aprobado, resultaría en regresar dinero directamente a la comunidad de South Gate para gastarse en programas de asistencia a comerciantes, dueños de propiedad, y duenos residenciales e inquilinos de South Gate.

Desarrollo de reurbanización estimulará la inversión privada en South Gate y ayudará a causar nuevo desarrollo y restauración de áreas residenciales, comerciales, industriales y de ventas al por menor. Reurbanización creará trabajos y generará ingresos locales que serán gastados en South Gate en proyectos y programas tales como mejoramientos públicos, viviendas de menos costo, y en atracción y retención de comercios.
